The upcoming GHE 2.2 release will support an alternative filesystem layout for git repository storage. This PR adds support for backing up repositories under the new layout while retaining the existing patterns for previous versions. More details on the filesystem layout and it's benefits will be published along with the GHE 2.2 release.
