This adds the initial project structure for a Go command line app that will eventually synchronize the CodeQL Action from GitHub.com to a GitHub Enterprise Server instance, allowing for the easy use of the Action even on Enterprise Server installations that do not have internet access.
It will be similar to the actions-sync tool, with some extra functionality like syncing the CodeQL bundle.
