[code] missing go CLI tools

Bug description

In gitbot I reproducibly get prompted to install go CLI tools when opening Go files.

Steps to reproduce

Open https://gitpod.io/#https://github.com/gitpod-io/gitbot/blob/main/plugins/projectmanager/main.go

Workspace affected

Expected behavior

Go tools should be pre-installed

I think it is an issue with workspace images not with extensions, i.e. project config is not up to date.

I tried to start a workspace and when I run which gopls in terminal it cannot find anything. Dockerimage does not use workspacefull btw.
