Prow is not assigning for /team ide or /team IDE

Bug description

Please refer to the comments in this issue for an example, Roboquat would not assign team IDE via /team IDE.

Steps to reproduce

Try using /team ide or /team IDE on an issue in this repo.

Expected behavior

Prow should assign the team label as team: IDE

@csweichel in hindsight, I suspect this is an issue because #28 is still open. Does that make sense?

Alternative proposal: We use the awesome l shortcut inside Github to assign labels. It works nicely while only using the keyboard. Also, it woks for all labels, and not just team labels. If That works for us, we can use remove the "/team" command from prow.

It does not feel like good use of our time to create/maintain an alternative user interface to something GitHub already covers well.
