Add making port public into VS Code Desktop

We have a proposal to add making a port public to gp CLI in:

• GP CLI command to control port visibility #10835 ([gp-cli] add command to change ports visibility #13253)

However, we also don't have this behaviour in VS Code Desktop. This issue is to investigate this. Current understanding is that we are limited in what we can add, however this should be investigated further.

Possibly this will be fixed in:

• VS Code Desktop: Auto forward ports from .gitpod.yml (sometimes ports are not detected or shown) #8377

We might want to close and resolve in one issue.
