[Bug] [API] GET ​/repos​/{owner}​/{repo}​/contents​/{filepath} return nul on executable files

if a file is flaged as executable the api return nil on encoding and content

Gitea Version 1.12 - old versions dont seem to be afected

To Reproduce:

• Create File A with normal text in it
• copy File a to B and make it executable
• upload this git repo to gitea
• query files through contents api
