Can't overwrite package tags

Description

When uploading/publishing a container package existing tags won't be overwritten.
In my environment I have containers that build a unique and latest tag about every day.
Since we upgraded from 1.24.7 to 1.25.0 the date of the latest tag doesn't get updated anymore when we push to it.
Docker build tells it was successful.

The latest tag shows multiple digests instead of one:

sha256:3bff58759642bc6e87db49c4943ba61b019c1ce249375274559352803b0a24ad
sha256:03f84c920294cf4c9011eb03676bf12526208d53f773faca75250fd7621fc27b
sha256:029f0ff79efd9f034d8d6bbb6a0136c6a6fb2bb8b95761eebb8e8a67efa80442
