Replaying action could stuck

Description

I tried to re-run a scheduled renovatebot action. The action is still in waiting state, and the "cancel workflow run" button is not working either.

How are you running Gitea?

I'm using official docker container, when this error happened, I was using 1.25.0, then I've upgraded the container to 1.25.1, but the cancel button still not working, and the actions are still in waiting status.
