Runners Management configuration
- Add possibility to Enable \ Disable an Organization gitea self host runners in Runners Management table.
At the moment gitea allows only remove a runner from Organization Runners list, but I want to disable it temporary if there is an issue with some agent/runner setup. So a devops can fix the setup without runners token regeneration.
