some user badge related feature proposals

Feature Description

while after #36752 has been merged. I think we still need consider about the usages of the user badage? what's the meaning of the user badage? A user identity? for user nanage or single a user tag? and so on...

some ideas while thinking about it.

• who can create it? now only admin can create it, should we allow other user to creat it (configale also)?

• Who can grant user badges? I think this should be configurable.

• how to use user badge?

  • manage repo permission? (related Instance level Teams #29038 (comment))
  • ...

• where the uer badage can be view or be gotten?

  • user profile page

  • api
    maybe can be added

  • users list in admin or explore page

  • user navbar (like Add admin badge to navbar avatar #36790), I think maybe this logic can be used to show another main user bagage also
    .

    and in other words, admin can be considered as a spcial builtin user badage also.

• who can view a user's badage? I think it should be configable for manger and user like org membership. maybe
  - public
  - login user only
  - users with badges only
  - badage provider only
  - ...

• the picture now can only user a Image URL, how about reuse user avator logic?
