Create an organization, create a warehouse within the organization, and open the warehouse to report this issue

Maybe it's related to your "filesystem path"

Can you make sure that your directories only have ASCII character names?

Or, can you provide reproducible steps for the problem?

Or, it is somewhat similar to this issue https://github.com/moby/moby/issues/21940: some of your "git-related" files are in non-UTF8 encoding. But I am not able to do more guess.
