Lock Issues to fully Read-Only

What problem would this solve?

We should be able to lock issue such that they cannot be edited anymore.

What do you propose?

We currently have a rather weal lock issue feature. It prevents new comments from being posted, but current ones can still be edited, etc.

I would like to propose an additional option that would mark the issue as completely Read-Only and further changes cannot be made unless the lock is removed.

Propoal is to add ReadOnly option to issueLock. In ReadOnly mode, any comment can no longer be removed or be edited and no new comments can be added. Issue needs to be unlocked or ReadOnly mode at least removed.

Let's put it the other way around:
Is there any reason why you should be able to change any comments after an issue has been locked?
I can only think of one reason: To get rid of evidence.
As such, wouldn't it even be better to say that locking an issue automatically forbids further edits?

Even if an admin needs to clarify something, they can briefly unlock it before locking it again.

I think we can simply improve related functions (e.g. ChangeContent in services/issue/content.go):

When an issue is locked, only repo admin can edit it.

And of course, we shouldn't forget the content history deletions in that case either.
