Remove unused parameter REGISTRYURL in build

The REGISTRYURL is not used anymore.

and the URL related to https://storage.googleapis.com should be removed because previous Google storage account is removed

Hi team,

I noticed that the REGISTRYURL environment variable (pointing to https://storage.googleapis.com/harbor-builds/bin/registry/release-v2.8.3-patch-redis/registry) is no longer used in the build. Since the related Google storage account has also been removed, can you please confirm if it’s safe to delete this unused parameter and its URL reference?

If confirmed, could you please assign me to issue #22333 so I can submit a cleanup PR?

Opened PR #22372 to remove the unused REGISTRYURL parameter and the Google Storage URL from the build.

Summary:

• Drop REGISTRYURL variable and stop propagating it to sub-make
• Simplify registry build to always use the builder script (no external binary download)
• Remove the storage.googleapis.com reference

This should close #22333 once merged.
