x/tools/gopls: unexpected upgrade suggestion

After clicking "Upgrade all dependencies", I see this suggestion, which says "Upgrade dependency to >" above golang.org/x/tools v0.0.0-20200515220128-d3bf790afa53 require in the gopls go.mod.

I can't seem to reproduce this any more. Will reopen if I see it again.
