While testing CL/616680, the Kokoro CI keeps failing on this test.

Increased the timeout (https://go-review.googlesource.com/c/vscode-go/+/618356) and sorted out the modified process.env during tests (https://go-review.googlesource.com/c/vscode-go/+/619776). Now CIs (including GH Actions CIs) pass.
