Recommended MIP solvers

SCIP is good if you are not using it commercially (Academic license).
Of course, Gurobi and CPLEX are pricey and excellent (Proprietary license).
XPRESS is good, but the interface code is not mature enough (Proprietary license).
For small boolean only problems, Google BOP is very fast (Apache 2.0).
If you do not have continuous variables, CP-SAT should be fine (Apache 2.0).
CBC is the best free MIP solver, and it is unreliable (Eclipse Public License 2.0).

If you are looking for a free linear solver you have Google GLOP (Apache 2.0) or CLP (Eclipse Public License 2.0).
