Description
It seems our code example can't be use to access SlackVar since we mismatch nodeIndex and Index.
Spotted here https://stackoverflow.com/questions/50569820/vrptw-how-to-handle-time-windows-and-slacks-for-the-special-depot-node
Test to reproduce it.
Please take a look at def add_time_window_constraints(routing, data, time_evaluator): function

"""Capacitated Vehicle Routing Problem with Time Windows (CVRPTW).
This is a sample using the routing library python wrapper to solve a CVRPTW problem.
A description of the problem can be found here:
http://en.wikipedia.org/wiki/Vehicle_routing_problem.
Distances are in meters and time in minutes.
Manhattan average block: 750ft x 264ft -> 228m x 80m
src: https://nyti.ms/2GDoRIe "NY Times: Know Your distance"
here we use: 114m x 80m city block
