[FEATURE] Simple checks when unprovisioning #1169
Description
When you're starting a thaw on a provision, the CLI should check what the total provisioned amount will be and either warn if the total will be less than the minimum 100k, or in the same case give the user the option to either thaw the exact amount so that you still have 100k left over, or the option to thaw the entire provision.
