Mark OpenTelemetry's API and plugins as a monorepo.
The API is technically not part of the monorepo, but they don't seem to have yet worked out how to do API versioning, so it is currently important that these components are kept in sync.
Hopefully, going forwards, there will not be breaking changes to api, and the plugins will reach 1.0, and everything will proceed at 1.x.x for a long time, and this definition will be useful again.
