Revision history disappears after upgrading from 6.x to 7.x

How to reproduce? (再現手順)

1. Run GROWI 6.3 with MongoDB containing pages with multiple revisions.
2. Upgrade to GROWI 7.0 using official Docker image.
3. Call the API:

GET /_api/v3/revisions/list?pageId=<pageId>&limit=10

Response shows empty revisions:
{"revisions":[],"totalCount":0,"offset":0}
