Fixes #7940

What changes did you make?

• Consolidated the labelId for the new 2 weeks inactive with the labelKey and labelName of the mistakenly-deleted 2 weeks inactive, and transferred 'Description' and 'Color'
• Removed the NEW- flag appendage from all intentionally added labels
• Added two labels that were not added to the .json because of an error

Why did you make the changes (we will use this info to test)?

• To keep label_directory.json in sync
