This PR configures localnet to activate the Bloom hardfork and all bundled features together at epoch 5. Epoch 5 is after existing localnet milestones and avoids overlap. Bloom features activated at epoch 5 includes all consensus, cross-shard, EVM, staking, and slash fixes in the Bloom bundle — including EIP-2537, EIP-1153, leader rotation v2, BLS proof bind, timestamp validation, and slash fixes.
