Adds shareable-draft functionality from #261 to the front end.
Users can now make drafts "shareable" (i.e., viewable/readable) to anyone in the organization with a link. By default, drafts will remain restricted to the owner and their invited collaborators. When changed, a "shareable" icon is shown and the "copy link" button is made available.
