identitystore: Remove `filter` argument from Group and User data sources

@ewbankkit Is 6.0 going to actually fix the issues? This has been reverted like 2 or 3 times now. It still doesn't work in the latest provider (5.37.0). I just experienced this issue where it was originally reverted in #28937 as a result of reported bug #28139. Is there any understanding of when the new functionality will work properly?

@ewbankkit am I wrong that the alternate_identifier finally works properly? Seems to be the case based on my testing with the 5.50.0 provider.
