This PR prepares the repository for the 1.14.2 release. It includes the updated CHANGELOG.md and version/VERSION files.
This was manually updated because the automatic script was targetting 1.14.3, although the first PR https://github.com/hashicorp/terraform/pull/37989/files did not end up being released, as we had to retrofit 2 other PRs in 1.14.2
