The following boot libraries (which are bundled with GHC 8.4.1) appear to be missing from Hackage:

I was just about to report this! It's also worth noting that some of the entries in the release notes are wrong. I made a table showing each package, the version listed in the GHC 8.4.1 release notes, the version actually shipped with GHC 8.4.1, and the current version on Hackage:

For the future I'm wondering; Should these issues go on the GHC bug tracker instead? Apart from @hvr I don't think any other trustee has permissions to do anything about this.

I'd be fine with that. I only filed this here since @hvr instructed me to.

I don't mind much either where we handle this, but the trustee issue tracker seemed fine to me as well, given the operation of uploading boot libs to Hackage is quite relevant to trustee operations, and may require coordination among trustees and admins; and this venue makes notifying the respective parties a bit easier, as well as helps with cross linking (since most of Haskell libraries happen to be hosted on github, while GHC's issue tracker for good reasons isn't).
