I'm really surprised that @hvr is the only person that has the credentials to make a new upload of parsec to Hackage. Surely we should give others this power to prevent GHC releases from being delayed indefinitely like this?

I'm not really involved in parsec maintenance in the past few years but I do still have the maintainer bit on Hackage. If there's someone from the GHC team that should have Hackage upload access I'd be happy to add them.

@RyanGlScott note that parsec is not the only package not ready for GHC 8.8; it's just that I often don't see Github notifications; that being said, there were a few minor things I wanted to fix to make good use of the unavoidable release (which is the reason I didn't make one yet rightaway)
