Tailscale daemon does not start when network logs are enabled in Admin Console

If you enable networks logs in Admin console, the add-on just is not able to start.

backend error: tailnet requires logging to be enabled. Remove --no-logs-no-support from tailscaled command line.

There is no option in settings to enable the logs, but even then, enabling a feature in Admin console should not cut the access to HA.

There is: set log level to debug.

Though this is more of a workaround, it will also log much more locally.

I see 2 fixes:

• mention network logs in the log level docs
• create a separate config option for --no-logs-no-support

The second would be the correct approach, but I'm inclined to do the first, we already have too much config options. :/

PR #681 adds a new log_upload config option. Yeah different name, just to be similar to the current log_level option.
