Bump pyiCloud to 0.9.7 + do not warn when pending devices

Bump pyiCloud to 0.9.7 to fix RecursionError: maximum recursion depth exceeded while calling a Python object when having a 450 error from an API request (also log the retry as debug for #34721)

And log as debug when pending devices for #34721
