Best approaches for downres specific parts of imagery

• Often imagery - particularly high-res drone imagery - needs the resolution of certain areas reduced for privacy reasons.
• Examples may be military bases, government buildings, etc - determined by the aviation authority in the country.
• One approach is the update the raw imagery to have sections of downres'd imagery.
• Another could be to specify this in OAM, then only allow users with the correct authentication to access the higher resolution version.
• The downresing would have to be done dynamically by TiTiler on the fly, based on params in the STAC for the imagery - possibly related to Develop additional metadata elements for OAM Catalog #55
