Summary

• Add pyproject.toml with a PEP 517 setuptools build backend.
• Move development/test/docs dependencies into setup.py extras and simplify requirements.txt to install .[dev].
• Replace Travis CI with a GitHub Actions workflow covering Python 3.10 through 3.14.
• Update README badges from Travis/Coveralls to the GitHub Actions workflow badge.

Notes
