security(openssf): resolve dependency vulnerabilities

**Description**
As a developer, I want to resolve the vulnerabilties listed in the openssf scorecard mentioned here: https://scorecard.dev/viewer/?uri=github.com/hyperledger-cacti/cacti (under the `Vulnerabilities` subsection)

This is an epic and all the openssf vulnerability tasks can be added as subtasks here for better tracking
