move rancher server

Problem

Rancher server is on staging so if staging goes down, rancher goes down too.

Solution

Move rancher server to rancher.inasafe.org (78.47.48.44)

update: move to racnher.kartoza.com instead

This needs data migration or making sure that docker volume uses the same label
