This adds a note that walks the user through the process of installing DeepSpeed with CPUAdam, including the details around ensuring that libcurand.so is linked correctly.

This was supposed to be a header level of 3 but was mistakenly set to 4

this is very helpful, I have hit the libcurand issue a bunch of times
