Bumps the fetched Level Zero loader from v1.32.0 (spec 1.17) to v1.34.0 (spec 1.19) and the matching `pkg_check_modules` minimum. Motivation: upcoming graph-external event support in the L0v2 adapter (URT-1305, SYCL side in #23377) needs API that first appeared in spec 1.18: - `zeCommandListAppendSignalEventWithParameters` / `zeCommandListAppendWaitOnEventsWithParameters` - `ZE_EVENT_COUNTER_BASED_FLAG_GRAPH_EXTERNAL` v1.34.0 is already the loader version pinned in `devops/dependencies.json`.
