DSS Pooling Best Practices from the DSS Pooling task force

The DSS Pooling task force suggests InterUSS incorporate the following learnings as guidance on production pool monitoring standard practices. These learnings come from active USSs who have pooled DSSs in the production environment in the US.

Note: some comments are still being finalized in this document, and upon closure, a PDF version of these recommendations can be shared on this issue ticket.

@lyons1chris and @maryamer-wing, many thanks for sharing your work here. This is a very useful contribution.

Would it be possible to clarify the title and description of the issue, especially the usage of DSS Pooling Taskforce ? It may be misleading and give the impression that it is a InterUSS working group.

I would suggest to elaborate on the context at the beginning of the document attached to this issue so an unfamiliar reader can understand where it comes from. Reference to the activity/consortium/project and number of DSS instance as well as geographical distribution of the cluster would be very helpful if public. You will find few comments in the document.

Please let me know once you have a final version so we can discuss how to incorporate each section using individual PRs so it can be properly incorporated in the repository as InterUSS guidance.
