Define minimum features set for beta release

This issue is part of Epic 1A: Launch docs beta.

Use our existing prioritized features list to generate a realistic features set for initial beta release. Note that these features will then each need to be captured in their own issues.

This issue is not be confused with the overall features vote work (i.e. prioritizing features for future docs site releases) in Epic 2D: Vote on and prioritize docs beta features.
