Files headers mentioning IPython devs...

Despite the fact of some contributors here are IPython core devs... I think is not good to keep the official header in the files mentioning them as part of the IPython project. This is not a real fact. I think we need to remove it to avoid future conflicts.

Yes, I think they should be removed. It is a leftover from the samples.

The important fact is to be clear about the license. We should add a COPYING.rst file and state the license for the complete repository. Right now there are only a few contributors, so it should be easy for all to agree on a license. Using the same license as IPython makes sense.
