Actions Queued even after provisioning was finished days ago

Hai,

I'm getting the following message...

[11:07:52] *status:  Your request to join '#teapot' is queued to avoid flooding issues. You will join the channel shortly. This is only happening because you've recently been reprovisioned.

How recent is recent? I switched to the new version almost a week ago I think? So it seems a bit crazy that my actions are still being queued. I also seem to get 2 or 3 status messages telling me this too which is a little annoying.
