This addresses the interesting bits from istio#371.

Configures Liaison to listen on a single port and multiplex connections to a set of backend listeners.

Note: that in the examples, Envoy still needs to have two clusters, one for plain HTTP connections and one for the HTTP/2 connections used in gRPC.
