istioctl is now downloaded to the path, and not on the working directory, so that it shouldn't affect pull request actions by getting committed to the repo.

Add logic to download istioctl to the action, and add testing.

This is the first release of get-istioctl, and only provides the information necessary to download the correct istioctl binary. Future releases will manage the download for the user.
