Basic stub application to satisfy each step in the CI Build Pipeline:

  • Package metadata.
  • Stub function(s).
  • Stub Test(s).

Added pytest optional test dependency + reporting config.

Added my boilerplate `pytest` config to report coverage and test output in a
JUnit format for CI to display.

Also dump 10 slowest tests on CLI runs for local debugging.

Dynamically version the package from Git.

It's been a while since I last versioned a pure-python package, but good help
from:
pypa/setuptools-scm#767 (comment), with
the dynamic setuptools/`pyproject.toml` changes.
