You could add to the conditions in OR:
- if it is a residential street with one lane and/or it has parking lots along it or it has crossings (foot or with other streets similar to that).
Optionally, if, along with these conditions, it has traffic bumps/road humps and is short, or maybe if it also has lots of addresses along it.
Basically all those small town streets, that are most likely to be driven at 30 km/h or less 'cause they're residential and people can enter the street at any time.
