Skip category_per_node_throttling test on ci.jenkins.io Windows

Test fails consistently in that configuration but passes consistently on 6 different Windows agents in my test environment. Not worth more investigation time at this point.

Testing done

Tested on multiple Windows machines without seeing a failure. Consistently fails on ci.jenkins.io
