This pull request allows a user to create measurements in XYPlots. A user starts a measurement using Alt-Mouse-Click (configurable). A second Alt-Mouse-Click adds an annotation to the plot, see screenshot below. The text area of the annotation can be dragged to another location to avoid overlap in annotations.
