Update build-wheels.yml to use GDAL 3.10.1 from cgholke's geospatial-wheels v2025.1.20, when testing on Windows

We use https://github.com/cgohlke/geospatial-wheels as our source of GDAL wheels for Windows in our test code in build-wheels.yml. This approach requires build-wheels.yml to reference specific artifacts in his repo. A new release (v2025.1.20) was recently issued, which updated the version of GDAL to 3.10.1. We should update build-wheels.yml to use it.
