Re-enable scikit-fmm dependency on Python 3.12+ for Windows

The https://github.com/scikit-fmm/scikit-fmm team recently released version 2025.01.29 which now supports Python 3.9-3.13 on Windows with built wheels on PyPI and packages on conda-forge. (Thanks scikit-fmm team!) We can now remove code in pyproject.toml that limits installation of scikit-fmm to Python 3.11 and lower on Windows.
