Update cibuildwheel to use newer manylinux (and find binary wheels for building) #7
Description
With thanks to @t20100, we should plan in the future to:
- Use a more recent version of manylinux (updating the version of cibuildwheel to v3.x will change it, see feat: move default manylinux build to manylinux_2_28 pypa/cibuildwheel#2330)
Right now, I will keep trying to get it to work with the older one and aim to do this next time.
