[Proposal] Implement new layout into the lyric editor.

Inspired from #1593.

Have several design
(Design is based on the flyte's work in the https://www.figma.com/file/ytnnne2TH8Z956Jxhiypqq/Beatmap-Editor-2?node-id=0%3A1)

Guess this one is the final new layout(the right one in the first image).

The reason I choose this layout:

• the left one will have issue with 4:3 screen.
• the center one will be hard to use if use the large screen.

This issue can be closed due to basic of new layout part has been implemented.
And other sub-issue can handle the remaining part.
