Publish `install.yaml` with releases

Proposal

It would be great to have the output of kustomize build ./config/default as a release asset.

Use-Case

This makes it easier to install the add-on without using Helm. Currently, users that don't use Helm either need to download multiple files from the repo and have the same directory structure to run Kustomize or have a script that uses the Helm CLI to download and build the chart and then patch the output to remove Helm-specific metadata.

I think that this is useful. In core we use something similar to bring the option of deploying with kubectl
